All survey reports prepared to International standards with detailed information and photographs as a standard. All Surveys are carried out by experienced professionals who will not only carry out a root cause analysis but also provide conclusive remedial solutions where required.
SINGMAR offers its team of Master mariners to serve as Port Captains at any port in Australia, Singapore, Malaysia, Bangladesh. Services offered under Port Captaincy include but not limited to the following:
Pre-arrival liaison with agents, shippers, stevedores and Master to ensure requisite arrangements are in order for vessel arrival. A Master Mariner boarding the vessel on arrival and in attendance throughout the vessel’s stay in Port, acting as a representative of the Charterers or Owners protecting their interests. Liaison with stevedores, surveyors, shore authorities to expedite the vessel’s stay in port. Ensuring a maximum uplift of cargo is achieved during loading by working in conjunction with ship’s loading plan, terminal operators and draft surveyors. Monitoring vessel performance to requirements of the charter party and provide assistance in terms of men, material or technical knowledge to achieve same, keeping the Owners or Charterers informed at all stages. In a broad perspective use all available resources to prevent unnecessary delays and expedite the vessel’s stay in port.
PRE-PURCHASE INSPECTIONS
SINGMAR executes Pre-purchase, pre-sales inspections, Pre-delivery inspections for new takeovers. Comprehensive Survey Reports consisting of both checklist and descriptive sections, accompanied by extensive photographs are used as a standard. Specific to the vessel type to be inspected, an experienced Master and Chief Engineer boards the vessel to carry out the inspection. A client specific checklist is used as a guideline or if none available from the client, then the standard SINGMAR checklist for pre-purchase inspections is used for this purpose. The report consists of three sections: The Completed Checklist, Descriptive section with photographs and the supporting documentation obtained from the vessel. The report is accompanied with a CD containing extensive photographs of the inspection.
ISM, ISPS AND NAVIGATIONAL AUDITS:
SINGMAR provides experienced Master Mariners to carry out shipboard ISM, ISPS and Navigational audits to statutory and Oil Major Requirements. In these audits, the vessel is audited for compliance with the company management system and for compliance with mandatory Flag State regulations, SOLAS, MARPOL, STCW, ISM, ISPS and Oil Majors. The audit involves a general inspection of the vessel and interviews of the officers and crew to confirm compliance with above mentioned requirements.
These audits serve the internal audit requirement of ISM and more importantly present an unbiased inspection report of the vessel and the system in preparation of an external audit by Flag State or Classification Society.
The SINGMAR auditors may be provided with a company specific checklist or he can use the SINGMAR guidelines for conducting the shipboard audit.
ON BOARD TRAINING:
On completion of the audit, onboard training is provided to staff in areas found deficient during the audit. Special training modules are made to company requirements to carry out effective onboard training in:
• Emergency Drills and Procedures
• Ship Security
• Oil Spill Contingency
• Ship Specific Safety Equipment
• Current and incoming Regulations of Flag State and all International Conventions
The training is specifically designed to help the crew be better prepared for strict Port State Control Inspections of various countries.
